It's entirelly possible - GTalk is based on Jabber, so you only need Jabber based IM client that runs in a browser. There's a list of clients on jabber.org and you just need to choose the ones that state "browser" as their platform...
Hey I know this question will sound stupid but is there a Google Talk service that doesn't have to be installed to the computer I only have access to the internet with public pcs and I can't install or open applications some thing like:

For Google talk would be brilliant though I don't think there is currently any sites like this for Google Talk I just want to make sure!

If found an MSN webmessenger alternative for Google Talk. It is called GTalkR and is located at : http://gtalkr.com . It is made in flash and something server side by the looks of it. It seems pretty honourable and looks like it won't steal you password and thier term and conditions or maybe it was thier privacy policy says that they don't store your passwords. Also it can read rss feeds, it can check your GMail account too, it displays a contact list from which you can chat with, alias, remove etc etc contacts. It is more smooth than MSN webmessenger I think because it uses flash and doesn't reload the whole page each time. It looks nice and clean so give it a go.
