also you might check what software system you are using.
I know that using joomla that sometimes the generic master title information of the site can sometimes over ride a specific pages title. For instance joomla is a cms system and the content on the homepage is just an article I nominate to be shown on the homepage. If I dont correctly assign the title to the article, it will just show the generic website title as the home page title. Not sure if that helps, hope it does.
