This not a Google problem. You do not have to use their DNS servers. DNS propagation is not the issue, it's your hosting providers inability to provide the redundancy they should already have in place. DNS servers should be hosted on separate and geographically placed IP's. Most low cost hosting providers do not provide this service and this is what can happen when they do not. This is the same best practice for using more than one IP for MX.
