I actually tried, didn't work.
Not because of the idea sucked or not - they didn't even listen.
One way it is possible is to patent your idea, if it is something really innovative, and then try contacting them and sell your patent.

Google as a company, is full of ideas, and all of their employees have families and friends, each one has some innovative ideas to share with their friend-employee, so they all are full.

I live 10 minutes away from their headquarter in Mountain View, CA, and I do SEO for a living. I have many friends among google employees, and I tried the approach.

Best wishes though, you might find a way that will be an exception to their rule.
