I have a similar problem. Does it happen after you log in to a domain controller on your network? You may have a proxy that is not allowing access to 127.0.0.1. Replace 127.0.0.1 with localhost in the browser address as a test.

i have an application on a server using google desktop. the app work fine during a short time but after some hours i get this message :
No connection could be made because the target machine actively refused it 127.0.0.1:4664
i think that the problem is google desktop services stop on the server and stop to listen on the port. But if it's that i don't know what i have to do to resolve my problem.
